Fax machine off the hook error? Roll over lines?

I have a small business (pizza place) I have 3 lines that are roll over lines. ( if line ones in use line 2 will ring Ect. ) I need my fax on thenlast line so it doesn’t tie up my lines during business hours.. I ran the line from the “3rd” last line line 3…but the fax Machine comes up ” phone off hook ” I hook it up to line 1 and the error goes away but it ties up my man line so I can’t have it there.. The fax is – hp officejet 6500 E709a all in one – any ideas ? Thanks in advance..
It’s direcly hooked up to line 3.. Still says off hook.. Iv triple checked all other phones NOTHINGS off the hook.. I don’t get it iv had 3 other ppl try and they walk away scratching there heads too..

Do you have anything else that uses line 3? connect line 3 to your fax machine where its always been, pick up the handset on the fax machine and see if you have dial tone or sidetone (that means you can hear yourself talk). I doubt its your fax. Double check everything associated with line 3. if still nothing, call phone company, or if you’re in omaha nebraska give me a shout and ill check it out.
